In a large bowl, pour boiling water over oats; let stand for 10 minutes. Stir in both sugars and the margarine.
Add eggs and beat well. Sift dry ingredients together and beat in.
Stir in 1/2 of the chocolate chips; pour batter into greased and floured 9 by 13 inch pan.
Sprinkle rest of chips and nuts over top. Bake in 350 degree oven for 40 minutes.
